DraftKings (NASDAQ: DKNG) CEO Jason Robins anticipates a more active legislative landscape for online sports betting and iGaming in 2025, following a slow 2024. Speaking at Craig-Hallum’s 4th Annual Online Gaming Conference, Robins expressed optimism about new opportunities for expansion.
“We’re really excited about the state legislative front in 2025,” said Robins, attributing 2024’s sluggish progress to election-year challenges. Despite setbacks, he believes momentum is building, with the potential for new iGaming legislation next year.
Few States Made Progress in 2024
In 2024, Missouri was the only state to approve online sports betting, following a voter-backed ballot initiative. However, no new states legalized iGaming. Currently, only seven states—Connecticut, Delaware, Michigan, New Jersey, Pennsylvania, Rhode Island, and West Virginia—allow online casino gaming.
Robins refrained from naming specific states likely to pass iGaming legislation but highlighted New York and Illinois as potential candidates. New York lawmakers are expected to revisit the issue in 2025, while Illinois has shown consistent interest.
Sports Betting Focus Shifts to Key States
For sports betting, Robins mentioned Minnesota as a state to watch, expressing hope for progress in 2025. He noted that challenges remain, particularly due to tribal gaming compacts. Meanwhile, Georgia and Minnesota are poised to be focal points for sportsbook operators, as California and Texas are unlikely to advance sports betting legislation next year.
With Missouri’s addition, 39 states and Washington, DC, now offer some form of regulated sports betting.
Competition Remains Fierce
Robins also addressed concerns about competition in the crowded US sports betting market, where DraftKings and FanDuel currently dominate with over 70% market share. He acknowledged the threat posed by Tier 2 competitors, including BetMGM, Caesars Sportsbook, Fanatics, and Penn Entertainment’s ESPN Bet.
DraftKings remains vigilant in maintaining its competitive edge while keeping a close watch on emerging rivals.
