New Zealand, one of only five countries where commercial greyhound racing still operates, is set to ban the sport, citing persistent concerns over animal welfare.
On Tuesday, the government introduced a bill aimed at preventing unnecessary harm to dogs, with legislation to officially terminate greyhound racing slated for early next year.
Gradual Phase-Out
The industry will be phased out over the next 20 months, allowing time to rehome approximately 2,900 racing dogs and for those employed in the sector to transition to alternative livelihoods. According to government estimates, the industry employs about 1,000 people in full-time roles.

He acknowledged the gravity of the decision but underscored that it was driven by a commitment to safeguarding the welfare of racing dogs.

Besides New Zealand, commercial greyhound racing persists in Australia, Ireland, the UK, and the U.S. However, the sport faces growing restrictions: it is banned in 42 U.S. states, with live racing now confined to two venues in West Virginia. Scotland is also considering a ban, and while racing remains legal in Mexico, Vietnam, and Macau, no operational tracks remain in these regions.
Ongoing Concerns
Greyhound racing in New Zealand has been under scrutiny for over a decade due to welfare concerns. In 2021 alone, 232 greyhounds died, and 900 sustained injuries. Despite the government’s warnings, there were 2,500 injuries and nearly 30 deaths in the following two and a half years, according to animal rights group SAFE.
Reactions to the Ban
Animal welfare advocates hailed the government’s decision as “historic.” SAFE highlighted the death of “Diamond Roman,” a greyhound euthanized after a severe injury at Southland’s Ascot Park Raceway, as a stark reminder of the industry’s toll on animals.
However, the news was met with dismay by industry representatives. Sean Hannan, chair of Greyhound Racing NZ, expressed the industry’s disappointment:
“We are extremely disappointed that the government has not acknowledged the strides the industry has made in addressing welfare concerns. This decision impacts not just the sport but also the families, businesses, and communities dedicated to caring for and racing greyhounds,” he said.
