Churchill Downs, Inc., has quietly unveiled The Rose Gaming Resort, located about 30 miles south of Washington, D.C. This new Virginia-based resort features 1,650 slot-style gaming machines, a 102-room hotel, two full-service restaurants, and a food court with six dining options.
The Play Book Sports Bar + Grill, one of the main restaurants, will offer free entertainment on Friday and Saturday nights starting November 8. Another option, 1609, serves upscale steak and seafood dishes.
Gaming Options at The Rose
The Rose’s 1,650 gaming machines are historical horse racing (HHR) terminals, which use results from previously completed horse races to determine wins and losses. Through a parimutuel wagering system, outcomes are displayed via video animations similar to traditional slot machines. In this parimutuel model, the operator does not have a financial stake in outcomes, with net winnings returned to players.
Accommodations and Future Expansion
Hotel rates at The Rose start at $219, with a nightly resort fee of $10, bringing the total to $265.04 after taxes. The resort also plans to open a 79-acre park on the former landfill site in Prince William County in the future.
Grand Opening and Loyalty Program
Currently in its soft opening phase, The Rose is preparing for a grand opening event on November 7, allowing its 400-plus employees to fine-tune operations. Guests can join the Rosie’s Rewards loyalty program for a chance to win up to $500 in free play, while those who visit five times within 28 days receive a guaranteed $125.
Churchill Downs’ CEO, William Carstanjen, noted that The Rose has received a strong response since its VIP event on October 21 and a soft public opening on October 23. “Given the volume of customers we saw, we are confident that we’re on the right track,” Carstanjen stated.
Expanding Churchill Downs’ Footprint in Virginia
This project is Churchill Downs’ largest HHR facility in Virginia. Alongside The Rose, the company operates HHR machines at seven off-track betting locations under the Rosie’s Gaming Emporium brand across various Virginia cities.
In 2022, Churchill Downs completed a $2.5 billion acquisition of Peninsula Pacific Entertainment (P2E), which included the Colonial Downs Racetrack and Rosie’s venues. This acquisition has enabled Churchill Downs to develop The Rose and potentially build a commercial casino in Richmond, pending voter approval.
Though Richmond voters recently rejected Churchill’s proposed $562 million casino project, Carstanjen remains optimistic.
In March 2025, Colonial Downs is set to host its first Kentucky Derby qualifying race, marking a milestone in Virginia’s horse racing history.
